European Parliament online

The European Parliament is the only directly-elected body of the European Union. The 736 Members of the European Parliament are there to represent you, the citizen. They are elected once every five years by voters right across the 27 Member States of the European Union on behalf of its 500 million citizens.
In this part of our website, you can find information on how the Parliament organises its work, through a system of specialised committees. The work of the European Parliament is important because in many policy areas, decisions on new European laws are made jointly by Parliament and the Council of Ministers, which represents Member States.
Parliament plays an active role in drafting legislation which has an impact on the daily lives of its citizens: For example, on environmental protection, consumer rights, equal opportunities, transport, and the free movement of workers, capital, services and goods. Parliament also has joint power with the Council over the annual budget of the European Union
If you would like a more in-depth look at the Parliament please click on the "in detail" icon for information on the internal bodies of the Parliament, and the rules of procedure and working practices.
Under the heading "The Parliament and You" there are a number of useful links for you to interact with Parliament as a citizen. This includes the right to write to Parliament with a question, to express your views, to receive all public documents. Should you wish to formally petition Parliament, you will also find all the necessary information here.
Perhaps you would like to visit the Parliament in Brussels or Strasbourg and see it in action for yourself? This part of the website provides full details on visiting, as well as on recruitment and traineeships.
If you click on 'in detail' you will find a guide to contracts and grants awarded and about invitations to tender, as well as a list of accredited lobbyists. Finally, by clicking on "Archives" you can access data on past European Parliament elections and our activities in previous years.

EuroPaS 2011

The European Parliament Simulation (EUROPAS) is a quite remarkable effort taking place at the University of Piraeus. It simulates one of the main functions of the European Union, the European Parliament.

The European Parliament Simulation 2011 is a partnership among the University of Piraeus, the bureau of European Parliament in Greece and a newly founded institute, Institute of Research and Training on European Affairs. It is necessary to report the aid of the French Institute in Athens.

It is to be carried out in the installations of University of Piraeus on April 15-18 and it is addressed to all the students of Greek and foreign Universities.

Participation

Each and every participant is supposed to act like an actual Member of the European Parliament (MEP). As a member of a political party each MEP will have to defend its party’s and country’s interests and policies on
the agenda discussed at each simulated parliamentary committee.

The goal of each parliamentary committee is to reach to a unanimous decision.

The committee sessions will be held in English, with the exception of a single French committee, the committee on Culture and Education. Moreover the official rules and standard procedures of the EP are going to be followed (adapted if needed), in order to achieve maximum similarity to the actual conditions of decision making. In the frames of achievement of real conditions the appropriate dress code will be mandatory.

Every committee will have at its disposal a well-prepared board and the expertise of a university professor responsible for it. Thus, there would be no question unanswered and every participant will have the guidance needed to reach high standards of performance.

Simulated Committees

1.      Human Rights (DROI)
3.      International Trade (INTA)
4.      Foreign Affairs (AFET)
5.      Culture and Education (CULT)
6.      Industry, Research and Energy (ITRE)
7.      Economic and Monetary Affairs (ECON)

EUROPAS 2011 by all means will prove to be a constructive learning experience, which aims at helping each participant to understand the functions of the EP and the parliamentary procedures in general.

Throughout the simulation, it is possible to fully perceive the way that EU handles and manages the different problems appearing.

Moreover, it is a unique opportunity of practicing and improving negotiation, communication and diplomacy skills as well as reaching higher levels of the English or French language.

PREPARE

The participation in EUROPAS 2011 just like the participation in every other academic event requires a certain amount of preparation.
·
Knowledge of the rules of the procedure is absolutely essential for the participation. As soon as the application is accepted it is very important to start getting accustomed with the rules. Each MEP can either download them or they will be sent to them by the committee board.
·
Understanding the agenda is the next step to a fulfilling and successful presence at EUROPAS 2011. Each MEP will have to represent a political party and argue for its benefit on the committee’s agenda. Obviously, it is necessary to be fully aware of its party’s policy. The country’s benefits should be taken seriously into consideration as well. So clarifying the agenda will prove essential so as to have a fruitful debate. Preparing for the agenda will be based upon the study guides, papers regarding the topic of each committee, which will be the ground for further personal research. The study guides will be published after the closing of the registration period.
·
Preparing a more sophisticated vocabulary is also important. Of course the organizing committee, the committee board and the professors will provide everyone with any help needed. There is no reason at all for the total of participants to worry about their vocabulary or preparedness in order to participate in the simulation. The professors, the committee boards and the organizing committee will stand by the participants and provide assistance if and whenever needed. Moreover, before EUROPAS 2011 there would be mock sessions in order to practice your negotiation skills.
